As the HUD-designated lead agency, we serve as the collaborative applicant for federal funding requests for our Continuum of Care. Below you’ll find information about each of the opportunities to apply for organizational and programmatic funding.
Threshold CoC is thrilled to announce that we’re now accepting proposals for funding through the Youth Homelessness Demonstration Program (YHDP)!
Thanks to a $2.8 million grant from HUD, our community has the chance to launch innovative, youth-focused projects that will help prevent and end youth homelessness across the Omaha/Council Bluffs region.
Over the past few months, we’ve collaborated with local partners and youth with lived experience to create a Coordinated Community Plan (CCP)—and now we’re ready to put that plan into action.
Funding Priorities Include:
System Navigation Supportive Services Only (SSO): $450K–$460K
Joint Transitional Housing–Rapid Rehousing (TH-RRH): $1.05M–$1.15M
Stand-Alone RRH and/or TH: $1.05M–$1.15M
HMIS: $65K–$70K

The City of Omaha administers the federal Emergency Solutions Grant (ESG) funds. Eligible activities that will be considered for ESG funds include emergency shelter, rapid rehousing, and HMIS. The application for available funding is open until June 2024. For more information see the city website below.
The Department of Health and Human Services administers the Nebraska Homeless Assistance Program (NHAP) providing funds to agencies to address the needs of those who are homeless or nearly homeless. Funds come from both state and federal sources. State funds are from the Nebraska Homeless Assistance Trust Fund. For more information see the DHHS website below.
Each year the U.S. Department of Housing and Urban Development (HUD) funds Continuum of Care programs for projects provide housing assistance and/or supportive services to people experiencing homelessness, as well as costs related to planning and data collection. Threshold CoC is the lead agency on this collaborative grant which brought 5.8 million dollars into our continuum in 2023. Diversion/Rapid Exit funding is an opportunity for agencies providing coordinated entry services in our CoC as Access Points. These flexible funds are designed for those facing homelessness, but with resources to find and sustain housing with a one-time, light-touch assistance.
